To the extent they are not, the appreciation of "international constraints and incentives" expected under neoclassical realist thought is diluted.55 The SNSC is chaired by the President and consists of the Speaker of the Majlis, the Chief of the Judiciary, the head of the intelligence service, the Foreign Minister, the Defense Minister, representatives from the Supreme Leader's Office, and a number of military officers.
Because the elections in Iran are essentially "window dressing," there is no true popular representation despite the presence of "elected" officials.56 Together, the SNSC and the Supreme Leader comprise the foreign policy elite.
